It is possible that the counter is from one of Herman Hollerith's tabulators built for the American census of 1890.
The Tabulating machine was purchased from Mr Ben Hart, who obtained the counter when he was Principal of the Staff Training College of ICL, London.

Counter, electromechanical, Hollerith Electric Tabulating System, wood/brass/lacquered paper, USA, c 1890.

Hollerith Electric Tabulating system, large brass dial with lacquered face with increments from 0-99. Face has two metal hands similar to clock hands that act as pointers, one for single units the other for 100 units. Each complete revolution of the single unit pointer registers a unit by the 100 unit hand. The face is mounted on a square brass stand, the mechanics of the unit are visible from the sides of this stand. The entire unit is bolted to a square wooden base.
